May 15, 2025: The Punjab government, under the leadership of Chief Minister Maryam Nawaz Sharif, has rolled out CM Punjab Livestock Card Phase 2, a transformative initiative designed to uplift small-scale farmers and rural women across the province. Backed by a substantial Rs. 11 billion investment, this scheme builds on the success of its predecessor, offering financial relief, technical support, and livestock subsidies to strengthen Punjab’s agricultural backbone. پنجاب کی وزیر اعلیٰ مریم نواز شریف کی قیادت میں سال 2025 میں مریم نواز لائیوسٹاک کارڈ فیز 2 کا آغاز ہو چکا ہے، جو صوبے کے چھوٹے کسانوں اور دیہی خواتین کے لیے ایک انقلابی اقدام ہے۔ اس سکیم کے تحت 11 ارب روپے کے تاریخی بجٹ کے ساتھ مالی امداد، تکنیکی معاونت، اور لائیوسٹاک سبسڈی فراہم کی جا رہی ہے، اس سکیم کی رجسٹریشن 15 مئی 2025 سے شروع ہو کر 15 جون 2025 تک کی جا سکتی ہے۔ اس پروگرام کا مقصد جنوبی پنجاب کے 12 اضلاع، بشمول ملتان، خانوال، لودھراں، وہاڑی، بہاولپور، بہاولنگر، رحیم یار خان، ڈیرہ غازی خان، لیہ، مظفر گڑھ، راجن پور، اور کوٹ ادو میں تقریباً 11,000 خواتین کو ہائی ییلڈ جانور فراہم کر کے ان کی مالی خودمختاری کو فروغ دینا ہے، جبکہ کسانوں کو 5 سے 20 جانوروں کے مالکان کے لیے 135,000 سے 540,000 روپے تک سبسڈی اور بغیر سود کے 270,000 روپے تک قرض کی سہولت بھی دی جا رہی ہے۔

CM Punjab Livestock Card Phase 2, launched on May 15, 2025, targets a diverse group of beneficiaries, including farmers with 5 to 20 animals and approximately 11,000 women across 12 South Punjab districts: Multan, Khanewal, Lodhran, Vehari, Bahawalpur, Bahawalnagar, Rahim Yar Khan, Dera Ghazi Khan, Layyah, Muzaffargarh, Rajanpur, and Kot Addu. The initiative aims to enhance milk and meat production by distributing 6,000–7,000 high-yield cows, buffaloes, and goats, with breeds selected for their adaptability to local climates—goats, for instance, are prioritized in arid regions like Layyah and Rajanpur due to their lower maintenance needs.
CM Punjab Livestock Scheme is supported by an additional Rs. 2.5 billion allocation, the scheme covers livestock procurement, veterinary services, training, and digital infrastructure upgrades. This financial commitment underscores the government’s dedication to sustainable rural development, addressing challenges such as low productivity and rising input costs.

The Livestock Card provides up to a 30% subsidy on essential inputs, including cattle feed (Wanda), green fodder, and veterinary medicines. Farmers with 5 animals can access up to Rs. 135,000, while those with 20 animals are eligible for up to Rs. 540,000. Additionally, interest-free loans of up to Rs. 270,000 are available for purchasing feed and livestock necessities, repayable on flexible terms. The scheme also promotes modern practices through the distribution of Sahiwal bulls for breeding and support for calf fattening programs, aiming to boost meat and dairy yields.
The card operates as a smart debit tool, allowing farmers to purchase subsidized goods from registered vendors. This digital integration, complemented by a mobile app and SMS-based registration, ensures transparency and ease of access, aligning with the government’s broader push for technological advancement in agriculture.
CM Punjab Livestock Card – Eligibility and Application Process
Eligibility criteria are tailored to reach those most in need. For the Livestock Card, applicants must reside in Punjab, own between 5 and 20 animals, possess a valid CNIC, and provide proof of livestock or land ownership. A clean credit history and registration in the SPMS-9211 system are also required. For the Free Livestock Program component, the focus is on widows or legally divorced women under 55, living in the specified districts, with a poverty score (PMT) below 32, no existing livestock, and the capacity to care for an animal.
The application process is designed for accessibility:
- Online: Applicants can visit livestock.punjab.gov.pk or download the “Asset Transfer to Rural Women” app, create an account with their CNIC and mobile number, complete the form, upload documents (CNIC, domicile/utility bill), and receive a reference number via SMS.
- SMS: Visit a nearby veterinary hospital or Livestock & Dairy Development office with CNIC and proof of ownership, or send the CNIC number to 8070 for SMS registration.
- Verification and Distribution: Applications undergo NADRA, PSER, and field verification, with a computerized lottery ensuring fairness. Approved beneficiaries receive an SMS to collect their card or animal, accompanied by a care kit.
